New Zealand should rank near the top of his list. Our neighbor, Australia comes in at #5. NZ does not even make it to the "Top-10" countries. From being a country that was noted as having a "rock-star" economy and oft referred to some years back as becoming the "Switzerland of the South Pacific", the horrid reforms made to foreign investment inflows after the 2017 elections, started a redirection of the country towards becoming the "Cuba of the South Pacific". Thankfully, course now reversed.
Reversal / recovery is easy. (1) bring back the old NZD10M investment visa regime, (2) lift the OIA 5ha restriction on "sensitive land" to 15ha / NZ$15M and (3), allow expats' returning home to route their NZ investments through their offshore entities. The long reach of the IRD through its DTA regime and CFC regulations, clearly obviates the need to be forced to "apply for permission" to bring capital home.
